AbstractThe purpose of this report is to summarize what is known about performance-based pay for teachers in a form useful to state educational policymakers. Section 1 reviews the experience of local education agencies with various forms of merit pay, contending that experience with and evaluations of these merit plans serve as "natural experiments" that have implications for state policy. Section 2 reviews the research literature on merit pay in and outside education, concentrating on what is known about the most and least effective ways to design and operate merit pay plans. In section 3, the policy positions of the major professional educational organizations are analyzed to identify points of agreement and disagreement that influence the negotiation of state and local merit pay policies and plans. Finally, the current actions being taken and discussed at the state level are examined. The state proposals have not been in effect long enough to produce evaluative data, but they can be assessed against the research literature and the experience of local education association and professional organizations.
